Elevala-Ketu Gas Project

Elevala-Ketu fields, licensed under PRL 21, is located onshore Papuan Basin in the Western Province of PNG. Horizon Oil and its joint venture partners submitted a petroleum development license application in respect of the Elevala-Ketu fields in March 2014, designated, as APDL 12.


The Final Development Plan(FDP), as submitted with the APDL 12, proposes a phased development, initially with condensate recovery and re-injection of dry gas, to be followed by gas sales at a later date once a gas commercialization pathway has been established. Completion of the Ketu-2 appraisal well confirmed that the Ketu field has a lateral extent of at least 9km and a gas column height of over 50m. Upgraded mean recoverable resources at its Elevala field had 480Bcf of gas and 28.0MMbbl of condensate, up from the original estimate of 302Bcf of gas and 19.3MMbbl of condensate.


Some key milestones such as the social mapping & landowner identification study (SMLIS), ministerial determination, environmental impact study (environmental permit) and technical review have been completed by the DPE. However, there are some technical issues that need to be closed out apart from the project concept that may need to be changed. Based on this, the APDL 12 is pending deliberation by the Petroleum Advisory Board (PAB).

The DPE envisages to complete the APDL review process and all related project work deliverables that are outstanding.
